But the real problem is that the buyer is actually a service provider himself. As a service provider, he has not won any projects yet. This is a little problem but Escrow can be the solution for this problem.

If you are a new service provider and want to earn rating, then you can consider bidding on this project.

NOTE: I am not saying anything bad about the buyers. I am not saying that any buyer is a scam. The reason why I may say that a project is unacceptable: is just my own thought based on my freelancing experience
